Gary M. Cappa 
President/Chief Executive Officer

Gary M. Cappa assumed leadership of United Inspection & Testing (UIT) in June 2002, as well as Heider Engineering Services in June 2015, merging the two into what is now known as United-Heider Inspection Group. He has been in the testing and inspection industry for 35 years and is committed to upholding the highest standards of quality in testing and inspection. Gary often utilizes his expertise in problem resolution, acting as liaison between the owner and contractor, expediting project completion, and answering quality control concerns of the project team and building officials. Gary has been instrumental in developing successful programs to improve the services of testing agencies and their interaction with local city jurisdictions. He has also provided expert witness testimony on various construction issues.

Martin B. Lowenthal
Executive Vice-President/ General Manager

Martin joined the team in 2014, and is taking the company to new heights with his expertise. Martin has more than 32 years of experience managing geotechnical engineering, construction materials testing and special inspection service organizations around the country. He has supported the Quality efforts of Owners, Developers and Construction Professionals on a diverse mix of private and public related projects. Some of Martin’s notable assignments have included the restoration of the Statue of Liberty, renovation of Dodger Stadium along with the construction of many high rise structures, commercial endeavors, health related facilities and educational institutions. He is responsible for the project management, administration and contractual obligations of our Southern California regional efforts.

Dennis W. Heider / R.C.E. 
Principal Engineer

Dennis has over 30 years of experience in the Soils & Material Testing Construction Industry and is the Principal Engineer of Heider Inspection Group. He is a 1978 graduate of University of Missouri, Rolla, where he obtained his Bachelor of Science Degree in Civil Engineering.

Sean Fischer
Director of Operations

Sean is responsible for the management and oversight of our field and laboratory operations. He has over 25 years of experience in the Construction Materials Testing and Special Inspection industry. Sean began his career in the field as a Certified Welding Inspector and Special Inspector with ICC certifications in reinforced concrete and spray applied fire proofing. He has been involved in numerous high profile projects throughout his career that consisted of statically and cyclically load structures, retractable roofs, casinos and convention centers. With his years of expertise in the field, Sean assumed the roles of Field Supervisor, Quality Manager, Technical Director, and Project Manager & Department Manager.

Larry Novasel
Business Development

Larry started as a special inspector with the company in 1997. He has extensive experience with job site inspection and plan reading. He strives to provide our clients with an accurate and fair market price estimate. Larry holds certifications as an inspector for Prestressed Concrete, Reinforced Concrete, Fire Proofing, Structural Masonry, and Structural Steel & Welding.

Andre Barbosa 
Business Development

Andre is a part of the Business Development and Marketing Team. He will be assisting with estimating, proposing, and negotiations of future projects. Andre strives to provide competitive and accurate estimates allowing him to build long lasting business relationships  with our clients.  Andre started as a soils inspector in 2004 and is  also an ACI Field Technician. He has experience working on hospitals, schools, commercial and residential projects.

Luis Mondragon, E.I.T.
Staff Engineer/Project Manager

Luis is a graduate of California State Polytechnic University Pomona, he holds a Bachelor of Science degree in Civil Engineering. Since starting with UHI, Luis has completed training for Ground Penetrating Radar (GPR), Ff- Number Measurement (Floor Flatness), and ACI. He helps manage the UHI inspection services, oversees the field soil staff and assists UHI with project closeouts.

Steve Lindquist 
Laboratory Manager

Steve has been with the company for over 25 years and has been managing the laboratory testing procedures, maintaining the highest level of quality assurance.  Steve provides our clients with 100% satisfaction which has allowed United to become one of the premier material testing firms in Southern California.  Steve has been in the construction industry for over 25 years.  He maintains Laboratory accreditations, certifications and/or inspections with Division of State Architect, AASHTO Materials Reference Laboratory (AMRL), Cement and Concrete Reference Laboratory (CCRL), City of Los Angeles Department of Building and Safety, City of San Diego Building and Safety Division, and other various laboratory certifications.  Steve’s expertise provides United with the experience necessary to lead United’s testing laboratory.

Jeremy Winscher
Field Supervisor/Senior Inspector

Jeremy started with the company as a part time college student in 1997. Through his career he has gained extensive experience and knowledge in a full range of field inspections and quality assurance construction inspection, including soils and asphalt services. He holds certifications for Reinforced Concrete, Prestressed Concrete, Structural Masonry, DSA Masonry, Fire Proofing, and Structural Steel & Welding.

Robert Moore
Field Supervisor / Senior Inspector

Robert is a 28 year veteran of the materials testing and inspection industry. He carries certifications in multiple disciplines and has a great knowledge of construction. He has worked as a lead inspector on high profile projects for clients such as Disney, LAUSD, DGS, and the DWR. Robert serves as a field supervisor helping guide and assist or field staff along with assisting our Managing Engineer with report review and distribution.
